Women’s Empowerment in the Political Process in the Maldives
In the Maldives, as in all countries around the world, women’s interest and ability to participate in the political process is impacted by a combination of legal, political, social, economic and cultural factors. An understanding of how each of these factors independently affects participation, as well as the aggregate effect of these combined factors, is critical to developing targeted strategies to increase women’s engagement in the political process.

Guinea: Support Political and Electoral Processes
Guinea held a legislative election on September 28, 2013, after six years of delays attributable to a variety of factors, including a military coup d’état. This election, despite being preceded by a series of violent demonstrations, was conducted peacefully, and was widely considered a positive step in Guinea’s democratic transition. Challenges persist, however, that must be addressed prior to the presidential election that is currently scheduled to take place in 2015. The Independent National Electoral Commission (CENI) continues to struggle to demonstrate the institutional and operational capacity necessary to administer elections in a credible and transparent manner and the promotion of electoral reform is further inhibited by a generally weak understanding among citizens of democratic principles, electoral processes, and decentralization.

Global Lessons and Best Practices: Fighting Corruption and Promoting the Rule of Law Through Transparency, Openness and Judicial Independence
IFES believes all countries, including China, should publish an annual State of the Judiciary Report that will serve as both an internal and external tool that can be used by multiple stakeholders for multiple purposes, including promoting and systematically reporting on needed reforms and key issues. It should be disseminated to the public at large, as well as to targeted stakeholders, such as the business and human rights communities, bar associations, judges, reformers, policy-makers and donors. We believe the publication and distribution of the report will increase the quality and quantity of concrete information on the judiciary, more transparency, accountability and public awareness, qualitative comparative research and valuable cross-country lessons learned and judicial competition. We invite and challenge you to demonstrate your firm commitment to the important task ahead.
